Main Purpose of Role

Overview

Mastercard's Global Regulatory team is responsible for liaising with key regulators and government authorities to advocate and inform on regulations impacting the company and to ensure Mastercard complies with all applicable regulations.

This newly created position will play a key role in supporting the strategic development & implementation of regulatory processes, controls, and the compilation of regulatory submissions and correspondence both within the Mastercard Europe (EU) region as well as globally for Mastercard.

The role will have a particular focus on regulations impacting Mastercard's technology and infrastructure including operational resilience, third party risk management & outsourcing and security. The position will support the Mastercard global regulatory team build and develop a holistic and scalable regulatory compliance strategy in relation to these areas.

This position will report to Senior Managing Counsel, Regulatory Affairs, Infrastructure, based in London and Manager, Regulatory Compliance, EU Region, based in either Waterloo, Belgium or London, United Kingdom. This position is part of the Global Regulatory team.

The Senior Specialist, Regulatory Compliance, Infrastructure, EU, will be responsible for strengthening, extending and sustaining a successful regulatory compliance program for Mastercard - focused on synergies created from regulations that cover technology risks over multiple geographic regions while at the same time maintaining a focus on meeting local regulatory compliance obligations for technology risks within the EU region. The role will provide expert compliance support in order to help identify and implement best practices in regulatory compliance across the globe and will also provide regulatory compliance support to the regional team more broadly.

The successful candidate will work cross-functionally with his / her Mastercard colleagues including with the Regulatory Affairs team, Legal Counsel, Technology Risk Management, Human Resources, Finance, Public Policy, Privacy/Data Usage, Global Ethics and Compliance and Internal Audit.

Key Accountabilities of the Role

This position supports Senior Managing Counsel , Regulatory Affairs, Infrastructure, and Manager, Regulatory Compliance, EU region, in implementing the Global Regulatory compliance strategy within the Mastercard EU region.

• Coordinate with regulatory compliance colleagues to build global best practices framework for new and evolving regulatory obligations associated with technology risks that impact Mastercard's technology infrastructure.
• Take the lead in the development of thematic and scalable regulatory compliance approaches to emerging regulations globally.
• Provide compliance support for regulated entities and products in the EU region
• Oversee execution of regulatory compliance processes and controls within the EU business.
• Update and maintain Mastercard's Global Regulatory inventories relating to regulatory reporting obligations, applicable regulations and controls.
• Provide oversight of the Regulatory Reporting Obligation process with the objective of ensuring that all reporting obligations are successfully completed within timelines.
• Produce and maintain relevant regulatory compliance policies and departmental procedures.
• Preparation of submissions to regulators ensuring accuracy and completeness and submission in line with required deadlines. Assist in the gathering of internal information in response to regulatory requests and working closely with the Technology Risk Management Stakeholder Assurance team.
• Manage compliance assurance monitoring program to ensure ongoing compliance with regulatory obligations in the EU region.
• Strengthen the compliance frameworks within the EU business to enable the business to make informed risk-based decisions regarding new opportunities, markets, local initiatives and product and service offerings and that appropriate compliance processes and controls are developed, documented and implemented.
• Conduct regular compliance gap analysis of internal controls to ensure compliance with various applicable laws; recommend and implement remedial actions and improvements.
• Produce regular regulatory compliance data points and information for management and other internal stakeholders.
• Act as an escalation point for regulatory compliance queries from other business areas.
• Provide regulatory compliance guidance and act as a role model for proper conduct for other business areas.
• Ensure business functions are adequately trained on applicable laws, regulations, and responsibilities for internal controls.
• Collaborate with other departments to create a culture of regulatory compliance
Key Competencies
• The successful candidate must have the ability to juggle substantial competing demands and adapt to evolving priorities whilst dealing with complex issues.
• Excellent written and oral communication skills a must. Fluency in English (including specifically at the technical business level) and one other local language (both written and verbal) skills required.
• Knowledge and experience working with technology risks and security industry international standards and guidelines is desirable.
• Experience of working with regulations relating to operational resilience, outsourcing or cyber security is a significant advantage.
• Knowledge of local banking and payments regulation.
• Graduate of an established and reputable university.
• Experience of regulatory compliance in a financial services or payments organization.
• Track record of supporting interaction with a local regulator and in other markets.
• A self-starter and able to work in an unstructured environment.
• Flexible and interested to take on the challenge of a regional and global role with changing responsibility over time.
• Proven success in navigating multi-national organizations and operating effectively within a diverse multicultural organization.
• Must demonstrate a proactive, time sensitive, results driven approach in carrying out all duties, obligations and responsibilities.
